can some kind soul tell me where can i get elite skills in the game? i am lvl 16 A/Rit in factions but do have nightfall and prophecies.

Once you get to the mainland, you'll be able to buy Signets of Capture. Bring one with you when you kill a boss that is the same profession (primary or secondary) as you and use it to cap their elite skill.

No you cannot buy Elite skills

You can buy capture signets that you equip on your skill bar then when you kill a boss creature you activate the signet.
If they have skills for your character classes then you can capture one of them.

Only other way is to use the elite tomes that players sell occasionally.

No, you cannot buy elite skills. However, if you have the elite skill unlocked on your account, you can use an Elite <insert class here> Tome to learn an elite skill for your class/subclass.
